A Strategic Tax Solution for Your Clients’ Capital Gains
For sellers facing significant tax events, Pennsylvania’s EITC/OSTC programs offer a powerful alternative to paying capital gains or related state income taxes. Rather than writing a check to the state, your clients can redirect those funds to support scholarships for under-resource students and receive a 90% dollar-for-dollar tax credit against their PA liability.
Children’s Scholarship Fund Philadelphia is one of many approved scholarship organizations that can accept these tax credit donations. CSFP is Pennsylvania’s largest and most diverse K-8 scholarship program, uniquely dedicated to serving students from under-resourced families in the city’s lowest-performing school zones. We are committed to transparency and accountability, having earned Charity Navigator’s highest 4-star rating for 11 consecutive years. The impact is real: while only 51% of School District students enroll in college, roughly 3 out of 4 CSFP alumni do.
Help your clients transform a tax obligation into opening doors and breaking down barriers for a Philadelphia child eager to learn in a safe, quality school that best meets their needs.

Who is Children’s Scholarship Fund Philadelphia (CSFP) and what makes us unique?
- CSFP is the largest and most diverse K-8th grade focused scholarship organization in PA and the 5th largest facilitator of EITC/OSTC in the state. We are primarily funded through PA’s educational tax credit programs, EITC/OSTC.
- CSFP’s scholarships are all needs based and awarded through a random, inclusive lottery each year.
- CSFP is committed to serving Philadelphia students in the most need, and the majority of CSFP scholars are OSTC-eligible, meaning they live in low-achieving public school catchment zones that perform in the bottom 15% of the state for academic performance.
- CSFP scholarships empower families to chose schools that will best meet their students educational needs from over 150 safe, quality tuition-based partner schools in our network.
- CSFP guarantees scholarships through 8th grade regardless of entry point as long as families continue to meet our residency and income guidelines.
